Während der „Kurier“ seine Online-Leser per Mausklick darüber abstimmen lässt, ob Bettler „in ein modernes Stadtbild passen“ oder nicht, versucht es „Der Standard“ mit Vernunft. In Wien setzt die SPÖ jetzt an, das „gewerbsmäßige Betteln“ unter Strafe zu stellen, ÖVP und FPÖ sind dafür. Kritiker des Plans – Grüne und Caritas – merken an, dass die geplante Novelle des Landessicherheitspolizeigesetzes – so sie am 26. März den Landtag passiert – praktisch alle Bettler, die derzeit in Wien Straßen sind, mit bis zu 700 Euro Verwaltungsstrafe oder eine Woche Gefängnis bedrohen wird. Weil die meisten dieser Menschen, die an Gehsteigrändern, in U-Bahneingängen oder sonstwo im Straßenbild ihre Hand aufhalten, aus dem europäischen Osten kommen: Es sind Roma , die gezielt anreisen – und das meist in Gruppen –, um hier um Almosen zu bitten: ein Umstand, der ihnen leicht als sicherheitsgefährdende „Gewerbsmäßigkeit“ ausgelegt werden kann.
Doch warum kommen diese Menschen nach Wien, oder auch nach Graz oder St. Pölten? Wie schauen die Zustände in den jeweiligen Herkunftsländern aus, die die Perspektive, in fremden Städten betteln zu gehen, attraktiv erscheinen lassen? Wen das interessiert, der oder die sollte sich ein Bild über die ghettoähnlichen ländlichen Romadörfer oder auch städtischen Ansiedlungen der Roma in der Slowakei, in Rumänien, oder auch Bulgarien, Serbien, Albanien machen.
