Drei Romakinder laufen durch die Stadt Gjakova im Kosovo zwischen unverputzten Rohbauten und Kriegsruinen umher. Sie sprechen Deutsch miteinander und erkunden neugierig, aber etwas ängstlich die Umgebung. Die Szene stammt aus dem Dokumentarfilm „Willkommen Zuhause“ der bulgarisch-deutschen Filmemacher Eliza Petkova und Hannes Marget, der am 25. Februar 2011 in Berlin Premiere feierte. „Es ist unser zweiter Dokumentarfilm über Roma“, sagt die 27-jährige Wahlberlinerin, die Regie geführt hat. Rechtsextreme Verbände haben in der ungarischen Gemeinde Gyöngyöspata die Macht in Form der Polizeigewalt an sich gerissen. Seit mehreren Wochen terrorisieren sie ungestraft die im Ort lebenden Roma. Der Bürgermeister hat die neofaschistische „Bürgerwehr“ gerufen, Einwohner sorgen für Kost und Logis, Staat und Polizei lassen sie gewähren. „Ist das die neue Roma-Strategie?“, fragt der Pester Lloyd:

Ein generelles Bettelverbot in der Steiermark ist für SPÖ und ÖVP bereits ausgemachte Sache, angeblich um dem Unwesen einer „Bettlermafia“ das Handwerk zu legen. Dabei gibt in der Steiermark trotz jahrelanger Beobachtung bis heute keinen einzigen Fall, der die behauptete Existenz krimineller Strukturen belegt hätte. Weder die Polizei (wie Polizeichef Kemeter bzw. Gerhard Lecker, Leiter der sicherheits- und kriminalpolizeilichen Abteilung der Grazer Polizei, beteuern) noch die Staatsanwaltschaft können Hinweise auf eine Bettlermafia bestätigen. Auch die betreuenden Institutionen wissen nichts davon, auch nicht ein Wissenschaftlerteam der Universität Graz, das die Hintergünde des Bettelns untersucht. Und auch ein privates Detektivbüro, das von einigen Innenstadtkaufleuten angeheuert wurde, konnte keine Hinweise finden. Kurz: die vermeintliche Bettlermafia gibt es hier schlicht und einfach nicht. Offener Brief des Grazer „Obdachlosenpfarrers“ Wolfgang Pucher zur eilends lancierten Petition gegen ein absolutes Bettelverbot in der Steiermark (unterschreiben können Sie hier):
Vor 15 Jahren sind Roma aus der Slowakei in die Steiermark gekommen, um in ihrer verzweifelten wirtschaftlichen Situation bei uns Hilfe zu suchen. Sie sitzen seither still vor Supermärkten, auf öffentlichen Plätzen und vor Kirchen und halten ihre Becher den Vorübergehenden hin. Sie tun niemandem etwas und nehmen auch keinem etwas weg, sondern sie appellieren schweigend an die Hilfsbereitschaft der Menschen. In Graz hat die VinzenzGemeinschaft für sie ein Quartier – das VinziNest für die Männer und VinziSchutz für die Frauen – geöffnet, damit sie nicht in öffentlichen WCs schlafen müssen. Sehr bald hat deren Anwesenheit gewisse Personen gestört, weil sie den Anblick von Armen nicht ertragen können oder wollen. Zur Rechtfertigung ihrer ablehnenden Haltung behaupten sie, es handle sich um eine mafiöse Organisation. Der Einzelne müsse sein Geld ohnehin an einen Boss abliefern. Sowohl die Polizei, als auch jüngst eine Gruppe von Wissenschaftlern haben diese Behauptung stichhaltig widerlegt. Jeder bringt das, was er bekommt, zur Gänze seiner Familie nach Hause.

Betteln ist für viele Menschen die einzige Möglichkeit sich selbst zu helfen. In der Steiermark plant man ein Bettelverbot, das Arme kriminalisiert und aus dem öffentlichen Raum verdrängt. Die Filmemacherin Ulli Gladik, Mitarbeiterein der BettelLobbyWien, schreibt in der Straßenzeitung Megaphon über das drohende Bettelverbot:
In EUropa gilt die Personenfreizügigkeit. Doch nicht in Frankreich und Italien. Nicht für die, die arm sind und verdächtigt werden, der Romaminderheit anzugehören. Sie werden abgeschoben. Man legt sogar Kataster an. Listen, auf denen sie verzeichnet werden. In der Slowakei, Tschechien und Bulgarien baut man Mauern, um den Armen den Zugang zu den Städten zu erschweren. In Ungarn ziehen schwarz gekleidete Paramilitärs mordend und brandschatzend durch ihre Siedlungen. In Wien werden sie von bis zu zehn Polizisten abgeführt und müssen 700 Euro Strafe zahlen, wenn sie betteln. In vielen Wiener Schaufenstern hängen jetzt sogar Plakate, die davor warnen, ihnen Geld zu geben. Wegen der Hintermänner heißt es, die sich Paläste bauen, Mercedes fahren und ihnen das Geld abnehmen. Hintermänner, die niemand getroffen hat, die aber so gerne bemüht werden, um BettlerInnen pauschal zu kriminalisieren. Um immer wieder neue Bettelgesetze zu rechtfertigen, vor einer Öffentlichkeit, die eigentlich gerne hilft, weil die meisten Menschen sich vorstellen können, wie es ist, arm zu sein. So wie die GrazerInnen auch Natasha Kirilova, der „Heldin“ meines Filmes, geholfen haben. Sie hat zwei Jahre lang in Graz gebettelt. Viele kennen sie. Sie saß vor der Stadtpfarrkirche. Von morgens bis abends. Obwohl sie es hasste zu betteln. Doch es gab keine andere Möglichkeit. Keine Arbeit und die Transferleistungen in Bulgarien sind so gering, dass niemand davon leben kann. Die Familie wäre um ein Haar obdachlos geworden. Doch sie hat es geschafft. Das Haus ist abbezahlt, die Kinder besuchen die Schule und die Hoffnung lebt, doch wieder mal Arbeit zu finden. Hätte Natasha Kirilova nicht in Graz betteln können, wären sie und ihre Familie jetzt auch in einem der Slums rund um Sofia gelandet. Von hier aus kann kein Kind mehr die Schule besuchen, kann niemand mehr einer geregelten Arbeit nachgehen. Hier regieren Hunger, Kälte, Krankheit und Tod.

Zentralrat Deutscher Sinti und Roma mahnt Verfassungsergänzung in Schleswig-Holstein an – Minderheitenschutz für Sinti und Roma nicht ad acta legen
Pressemitteilung, 3.2.2011: Der Vorsitzende des Zentralrats Deutscher Sinti und Roma, Romani Rose, mahnte in seinem heutigen Schreiben an die Vorsitzenden aller Landtagsfraktionen die Aufnahme der deutschen Sinti und Roma in den Minderheitenschutz-Artikel 5 der schleswig-holsteinischen Landesverfassung an. Die vor einem Jahr begonnenen Verhandlungen zur Ergänzung der Landesverfassung dürften nach dem Ergebnis der Sachverständigen-Anhörung im September 2010 nicht ad acta gelegt werden, so Rose. „Unter dem Eindruck der für uns Sinti und Roma als historisch empfundenen Gedenkveranstaltungen im Deutschen Bundestag und im ehemaligen Konzentrationslager Auschwitz am 27. Januar sollten jetzt auch konkrete Schritte folgen“, schrieb der Zentralratsvorsitzende. Auch Bundestagspräsident Norbert Lammert habe in seiner Rede die besondere Verantwortung Deutschlands für die Sinti und Roma, „die zum Teil seit Jahrhunderten auf dem Gebiet des Deutschen Reiches lebten“ hervorgehoben.
Rose bedauerte, dass seit September 2010 keine Fortschritte bei den Beratungen im Parlament erfolgten und auch Ministerpräsident Peter Harry Carstensen bisher kein Gespräch mit dem Zentralrat zugesagt habe. Nach den einhelligen Aussagen der Sachverständigen stehe fest, dass die derzeitige Verfassungssituation, die den Anspruch auf Schutz und Förderung nur für die dänische und friesische Minderheit vorsehe, eine rechtliche Benachteiligung enthält, die mit der Bundesverfassung nicht vereinbar sei.
