Auf diesem Video vom 30. Juni 2007 ist ein Polizist zu sehen, der einen jungen Rom in der Polizeistation in Vršac (Vojvodina, Nordostserbien) misshandelt. Der Polizist versetzt dem Mann, gegen den Anzeige wegen Diebstahls erstattet worden war, einen Stoß gegen den Kopf und Tritte gegen die Beine. Die Polizei hatte bereits im Herbst 2008 eine interne Untersuchung des Vorfalls durchgeführt. Laut Aussagen des Innenministeriums bestritt die Polizei im Rahmen der Ermittlungen, dass es zu körperlichen Misshandlungen gekommen sei, und kam zum Schluss, dass die Beamten korrekt gehandelt hätten. Podiumsdiskussion: Aktuelle Herausforderung der Roma-Politik

Österreich hatte bisher keine eigene Roma-Strategie, soll jetzt aber, so wie alle EU-Mitgliedsländer eine entwickeln. Wie könnte diese aussehen? Was wünschen sich jene, die sich seit vielen Jahren engagieren, was wünschen sich jüngere AktivistInnen? Welche Rolle spielen Roma-NGOs in diesem Zusammenhang, was können sie beitragen? Roma-Vereine gibt es in Österreich seit ca. 20 Jahren, sie bemühten sich um die Anerkennung der Roma als Volksgruppe in Österreich, arbeiten überwiegend im Sozial- und Bildungsbereich sowie in der Kulturarbeit. Genügt das? Was können wir tun, um auch politisch mehr Gehör zu bekommen? In vielen osteuropäischen Ländern und am Balkan hat sich die soziale Lage der Roma nach den Umbrüchen 1989/90 verschlechtert, oftmals sind diese Zustände inzwischen verfestigt. Antiziganistische Ressentiments kommen vielerorts an die Oberfläche, Roma werden zu Sündenböcken für politische Fehler und wirtschaftliche Problem. In Ungarn ist es in den letzten Jahren zu mehreren Übergriffen mit Todesopfern gekommen, die Abschiebungen rumänischer Roma aus Italien und Frankreich haben gezeigt, dass Roma häufig als EU-BürgerInnen 2. Klasse behandelt werden. Auch der Umgang mit Roma-Flüchtlingen aus dem Kosovo lässt ähnliches erkennen. Die EU stellt Bedingungen und Forderungen an die nationalen Regierungen und fördert Projekte zur Verbesserung der Situation der Roma, dennoch hat man oft den Eindruck, dass sich die Lebensbedingungen der Roma sowie der Blick auf sie nicht zum Besseren verändern. Was sollte hier geändert werden?

Die ungarische Romni Lívia Járóka ist derzeit die einzige Vertreterin ihrer Volksgruppe unter den insgesamt 736 EU-Parlamentariern. „Tatsächlich sind die Roma“, sagt die Europapolitikerin mit Blick auf die geschätzten 10 bis 12 Millionen Roma in der EU, „50-mal schwächer vertreten als Luxemburg, das mit weniger als einer halben Million Einwohnern sechs Abgeordnete stellt.“

Mit der vom ungarischen Ratsvorsitz forcierten Roma-Strategie seien nun die Staaten, aber auch die Roma selbst am Zug, sagt die EU-Abgeordnete im Standard-Interview. Sie plädiert für eine „gesamteuropäische Krisenkarte“, um die „unterentwickelten Kleinregionen, die vorwiegend von Roma bewohnt werden“, exakter identifizieren und das „Schlüsselkonzept“ der „territorialen Zielgerichtetheit“ besser umsetzen zu können.

Lívia Járóka (36) ist Sozialanthropologin und seit 2004 Mitglied des Europa-Parlaments, wo sie derzeit als Berichterstatterin über die EU-Strategie zur Integration der Roma fungiert. Ihr Bericht, in dem die Regierungen eine einheitliche europäische Strategie für die Roma-Integration fordern, wurde vor kurzem vom Europäischen Parlament mit 86-prozentiger Zustimmung angenommen. Zuletzt war die Roma-Politikerin der rechtsnationalen ungarischen Regierungspartei Fidesz wegen ihrer Zurückhaltung im Fall der unter den Augen der Polizei wochenlang bedrohten Roma von Gyöngyöspata (mehr etwa hier oder hier) kritisiert worden.
