Als sich ihre wirtschaftliche Situation verschlechterte, beschlossen Carmen und George Badea, aus Rumänien auszuwandern. Mehr zufällig fiel die Wahl auf Deutschland, gemeinsam mit ihrem Sohn Daniel fuhr das Ehepaar schließlich nach Berlin. Mangels Kontakten und deutschen Sprachkenntnissen verbrachten sie dort den ersten Winter in einer verlassenen Gartenlaube. Der Film begleitet die Familie neun Monate lang und erzählt von der Zeit, als das Leben auf der Straße zwar vorbei, aber ihre wirtschaftliche Situation noch nicht stabil war.
Volksbühne Berlin: Sabine Herpich zeigt nach ihrem Institutionenporträt „Neukölln Aktiv“, das in der Volksbühne 2012 seine Premiere feierte, nun mit „Zuwandern“ (Co-Regie: Diana Botescu) das Porträt einer rumänischen Familie, die ihr Land verlässt, um in Deutschland ein besseres Leben zu führen. Der Film orientiert sich am Stil des direct cinema: keine offensichtlichen Eingriffe der Filmemacher ins Geschehen, dafür zurückgenommene, beobachtende, oft sehr lange Einstellungen. Auch die Montage ist weder auf Sensation noch auf Emotionalisierung hin angelegt und verweigert somit jegliche Dramatisierung.
